A price on carbon can be done through Senator Michael Barrett’s proposed legislation, entitled An Act combating climate change. The latest reports have shown that placing a fee on carbon will not only help Massachusetts reach their 2020 goal of reducing emissions by 25% from 1990 levels, but also increase state jobs and small business growth.
